Kerry Fraser what gives?!?

Can anyone explain to me the call he just made? The situation was Timonen scores and Hartnell bumps into Roloson after the goal goes in and yet they rule it no goal. Can anyone explain to me why. Cause I didn't think they can overturn a goal to see a penalty. I know they can call it after a goal.
